Setting counter flashing into the mortar joint
Counter flashing needs a secure top edge. Technical Note 19B describes inserting it three quarters of an inch to one inch into a mortar joint and mortaring it in solidly. Another accepted method cuts a narrow slot, called a reglet, along the joint and seals the metal into it.
Flashing that is only pressed against the face of the brick and caulked along the top depends entirely on that caulk. When the bead fails, water runs behind the metal. Our pros let new counter flashing into the joint so the masonry itself holds the edge, then seal it with a product suited to brick.
Stainless steel for flashing in masonry
For flashing built into masonry, the Brick Industry Association brief recommends stainless steel conforming to ASTM A240, Type 304, and does not recommend galvanized steel. Stainless is stiff, so its bends and corner pieces take more care to form than softer metals do.

Tile roofs are flashed differently from shingle roofs. Section R905.3.8 of the Florida residential code calls for flashing and counterflashing where tile meets a vertical surface to follow the tile manufacturer's instructions and the FRSA/TRI installation manual for concrete and clay tile in high-wind areas, along with the code chapter itself.
Those details use pans, channels and formed metal that sit under and between the tiles. Our pros identify the tile profile first and plan the flashing around it, because a shingle-style repair on a tile roof leaves water paths the tile was never meant to cover.
Testing the roof line with water
When the source is still unclear, a controlled water test can separate the flashing from the parts above it.
