What the crown does on top of the chimney
The crown is the concrete or mortar top that covers the masonry around the flue. Florida's residential code covers it in section R1003.9.1. It should be a cap of concrete, metal or stone with enough slope to shed water, a drip edge, and a caulked bond break where each flue liner comes through. Every storm that hits the chimney lands on it first.

A mortar wash and a real crown are different things
Some chimney tops were finished with a thin layer of mortar troweled over the bricks and sloped toward the edge. That mortar wash looks like a crown from the ground, but it is thin, usually unreinforced and made of a mix meant for the joints between bricks. Brick Industry Association guidance notes that mortar washes may be less durable than a properly designed cap.

How high the flue tile should stand
In Brick Industry Association Technical Note 19B, the flue liner stands at least 2 inches proud of the top of the masonry cap. That gap keeps water on the crown away from the tile's open end and gives a chimney cap something solid to grip.
