Choosing between clay flue tile and a listed liner
The state code accepts four kinds of lining, namely clay flue tile, a UL 1777 listed lining system, a listed factory-built chimney unit made to sit inside masonry, or another approved material.
In a partial rebuild, the new section usually continues the lining that remains below. When the old lining is damaged along its length, a listed metal liner run from top to bottom can be the better choice.

The space between the flue tile and the brick
Clay tiles are not mortared solid to the chimney wall. Florida's residential code leaves a gap between the tiles and the masonry, filled with air or with insulation that is no thicker than the liner.
The code also says to use only enough mortar to make the joint and hold the liners in position. Packing the gap with mortar ties the tile to the brick and can crack it as the flue heats.

Mortar that holds the flue tiles together
Flue tile joints face heat and flue gases as well as rain. The code wants clay liners set in a medium-duty refractory mortar that is water-insoluble and meets ASTM C199, with the joints kept tight and smooth on the inside. Ordinary building mortar in a flue joint can break down over time and leave a gap nobody sees from the room.
BIA's chimney guidance likewise recommends fireclay mortars for bedding flue liners because they perform better at high temperatures.
