Sizing a liner for an open masonry fireplace
For a masonry fireplace, the Florida Building Code ties the flue area to the fireplace opening. Under the first of its two sizing options, a round flue must be at least one twelfth of the opening, a square flue one tenth, and a long rectangular flue one eighth.
That means the width and height of the opening are measured before any liner is chosen. A liner that simply fills the old flue may be too small for a large opening.

The label that records what the flue is for
A relined flue can carry a small permanent label near the connector. Florida's code requires one when the new lining material sits outside the standard lining list. The label states which appliance and fuel the flue is for and warns against connecting other types.
Liner makers supply a label of their own, with the brand, the manufacturer, the installation date and the intended use recorded on it.
We fill in and fix the label on every liner we install, so the next person who works on the chimney knows what it was built for.
Chimney height and the new liner
A liner cannot fix a chimney that is too short. Florida's code wants the top at least 3 feet above its roof penetration and at least 2 feet above anything on a building within 10 feet of it.

Placing a new liner inside the old clay tiles
Flexible stainless liners are tested and listed as an alternative to clay tile. The manufacturer instructions allow them to be installed inside existing clay tiles, or the tiles can be removed and replaced by the liner.
Leaving the old tiles in place is often simpler. Removing them can make room for a larger liner or insulation where the flue is tight. Either way, the liner is sized first and the decision about the tiles follows from it.
