When one flue in a multi-flue chimney is relined, the partition beside it matters as much as the new liner. A cracked wythe can let gases pass between flues. Each flue in a shared chimney is sized and relined for its own appliance.

Chimney height and the new liner
A liner cannot fix a chimney that is too short. Florida's code wants the top at least 3 feet above its roof penetration and at least 2 feet above anything on a building within 10 feet of it.

Replacing clay flue tile with clay tile
Clay tile remains a lining option under the Florida Building Code. New clay liners are set in medium-duty, water-insoluble refractory mortar, supported on every side, and carried from the top of the smoke chamber up past the top of the chimney walls.
BIA advises inspecting each flue tile for cracks just before it is set. Replacing clay with clay usually means opening the chimney, which is why it tends to belong with a rebuild.
