How deep old mortar comes out of a joint
Shallow repairs pop out. The National Park Service calls for raking joints to at least two to two and a half times their width, and BIA gives a similar rule of at least twice the width, generally about three quarters of an inch.
If sound mortar lies deeper than that, removal stops there. If the mortar is soft further back, it continues until sound material is reached. The National Park Service gives that depth as what keeps new mortar from popping out of the joint.

Chimney masonry that passes through the attic or between floors has its own rules. Florida's residential code keeps a 2-inch airspace between an interior chimney and combustible framing, and fireblocks the gaps at floors and ceilings with noncombustible material.
Open joints or loose mortar inside the house matter for that reason, even though no rain reaches them. Stains on the masonry in the attic are often the first clue that water is getting in at the top.
