New mortar bonds poorly to dusty, dry joints. The National Park Service wants the joint surfaces moist but free of standing water at the moment the mortar is packed in.
Debris is cleared out first, and thin slivers of old mortar left on the brick edges are removed so the new mortar grips the brick directly. Too much water is its own problem, because a puddle in the joint thins the new mortar at the face, so the timing of the wetting matters.
Those preparation steps take time, and they are part of why a careful repair outlasts a quick one.
Repairing the sloped shoulders of a chimney
Where a chimney steps in above the fireplace, the brick forms a sloped shoulder that collects rain. BIA recommends setting uncored or paving brick on a bed over that slope for weather resistance.
A mortar wash is the alternative, and BIA notes it may be less durable. When one is used, it should fill each step individually instead of bridging across the slope. Water that gets through a cracked wash runs straight into the core of the chimney below.

White bloom on the chimney after repair
White deposits sometimes appear on fresh masonry as the mortar dries. BIA's efflorescence note calls bloom on work less than a year old new building bloom, which generally fades as the masonry dries. Bloom that appears later or keeps returning points to water still moving through the masonry.
BIA advises finding and fixing the water entry before cleaning persistent deposits, otherwise they come back.
