Cleaning the flue before a new liner goes in
Liner manufacturers require a thoroughly cleaned chimney before installation. Soot, tar and glazed creosote left in the flue can hide cracks and make it harder to route the new liner past tight spots.
The same instructions ask the installer to look for obstructions, cracked, loose or missing bricks and eroded mortar joints. Cleaning is what makes that look possible. It also gives a true measurement of the flue, because deposits make a passage look smaller than it is.

The brick around the liner still has a job
A metal liner carries the gases, but the masonry around it holds the liner, supports the top plate and keeps weather out. The Florida Building Code sets a 4-inch nominal wall thickness for masonry chimney walls.
One major liner maker's instructions set a similar minimum for the masonry shell before its liner can be installed. A thin or damaged shell is a problem the liner cannot solve on its own.

The crown and the new liner meet at the top
Florida's residential code wants the chimney cap sloped, fitted with a drip edge and separated from each flue liner by a caulked bond break. That break lets the crown and the flue move separately without cracking each other.
A relining job disturbs the top of the chimney, so it is the right moment to look at the crown. Cracks there let water run down beside the new liner.
